Ethereum Magicians draft two-registry governance framework
Ethereum Magicians have drafted the Agent Collective Decision Framework (ACDF), a two-registry governance model for on-chain decisions by agents, humans, or contracts.
A draft posted to Ethereum Magicians on October 4 proposes something called the Agent Collective Decision Framework — ACDF — structured as two co-deployable registries meant to authorize collective decisions by agents, humans or contracts alike. Gary authored it. The framework organizes governance around four components: a Decision Policy, Issue, Bodies and Finality.
The gap it’s trying to fill sits between a single trusted address and a basic multi-sig. The draft is intended to provide records of decisions, participation and finality where existing systems may not. ACDF’s stated aim is a defined procedure and an interoperable record for collective decisions — even when the participants are contracts or autonomous agents rather than humans.
The two registries — ACDFPolicyRegistry and ACDFRegistry — record the decision policy, the issue, the participating bodies and the finality result, giving qualified participants a structured on-chain process rather than authorization buried in a trusted address.
The reference implementation is non-upgradeable, written in Solidity 0.8.24. Two contracts: ACDFPolicyRegistry at 9.6 KB and ACDFRegistry at 23.5 KB, combining to 9.6 KB + 23.5 KB = 33.1 KB. The implementation includes 119 Foundry tests across eight suites. The proposal doesn’t establish that those contracts have been independently audited.
The harder questions are still open. Whether signed ballots need a nonce. Whether eligibility profiles belong in this ERC or get split into a separate one. What the adoption rule should be when an appeal round ends in NoDecision and the earlier substantive decision carries forward. Whether VETO semantics actually cover the screening-council use case. The post lists these as open questions, and none of them have answers yet.
