EURC is Circle's euro stablecoin and is issued under its MiCA licence in the EU.
In the issuer's words: EUROC is issued by Circle under the same full-reserve model as USD Coin (USDC). Euro Coin is 100% backed by euros held in euro-denominated banking accounts so that it's always redeemable 1:1 for euros.

Rules such as the US GENIUS Act and the EU's MiCA can restrict which stablecoins exchanges list in a given country.
