September 15 produced two Ethereum improvement proposal movements — not to the same destination. EIP-7784’s GitHub commit shows the proposal entering “Review,” while EIP-8246’s commit records a jump from “Review” straight to “Last Call” — same date, meaningfully different stages.

EIP-7784 tackles content addressing by hash for contract discovery. The argument: indexing contract bytecode by hash produces a deterministic, tamper-proof method for identifying and verifying code. The proposal’s own text spells out the practical case — “Consider a security auditor who wants to attest to the integrity of a contract’s code. By referencing bytecode hashes, auditors can focus their audit on the bytecode itself, without needing to assess deployment parameters or storage contents. This method verifies the integrity of a contract’s codebase without auditing the entire contract state.” The commit records EIP-7784 as being in Review, but gives no deadline or next procedural step.

The proposal targets the remaining cases whereSELFDESTRUCT burns EETH$2,400.495.36%, and the Last Call deadline recorded in the commit is November 4, 2026 — November 4 is 50 days after September 15, and September 15 is 137 days after the proposal’s May 1 creation date. The deadline marks the end of this Last Call period; the commit does not establish whether the proposal will ultimately be included on mainnet.
